Avela Home Service LLP is a joint venture between Avela Services and Penny Lane Builders, and delivers repairs and maintenance to over 3,800 homes across south Liverpool.
Avela Home Service re-invests its profits into the local community and offers job and apprenticeship opportunities for local people.
Its activities include but are not limited to:
- Responsive repairs and maintenance
- Cyclical and planned improvement works
- Specialist property adaptations

Lee Payne - Avela Services Chair
Lee has 25 years’ experience in housing having worked in both the local government and housing association sectors. He is a member of the Chartered Institute of Housing and currently leads the Housing and Investment Service at Sefton Council. He has experience in housing management, regeneration and development, asset management, homelessness, strategic and private sector housing.
Paul Diggory
Paul was Chief Executive with North Wales Housing from 2000 to 2016 and President of the Chartered Institute of Housing (CIH) from 2007-2008. He is a co-opted member of the CIH Cymru Board and a former member of the CIH Governing Board.
An External Examiner at the University of Ulster from 2012-15 and a member of Housing Partnership UK from 2014-16, Paul has spoken at housing events throughout the UK and internationally.
Mark Chambers
Mark joined SLH in June 2021 after spending 16 years working in local government starting as a trainee accountant and progressing to senior finance, performance and commissioning roles.
Mark is responsible for ensuring the financial viability and integrity of the Group through the effective financial control and provision of financial and treasury services to provide the foundation for the achievement of the organisation’s strategic priorities.
Angela Perry
Angela began her housing career in 1990 and since then she has carried out a variety of roles across Cheshire, Merseyside, Greater Manchester and Yorkshire, where she was Assistant Chief Executive at Incommunities Housing Group in Bradford.
Angela has extensive strategic experience and a strong track record in asset management, repairs and maintenance and customer services, as well as a strong desire to make a difference to the communities and neighbourhoods where she works.
Haydn Hansford
Haydn brings over three decades of strategic leadership and operational excellence in property services to the Board. Throughout his career, Haydn has consistently transformed underperforming operations into high-performing commercial enterprises, demonstrating expertise in contract management, team development, and innovative service delivery.
His proven track record includes successfully modernising Direct Labour Organisations, implementing cutting-edge IT solutions, and generating sustainable surpluses for community reinvestment.
Haydn was recognised as Inspirational Leader of the Year at the Direct Works Forum 2023, reflecting his commitment to operational excellence and transformational leadership in the housing sector.
